From what I know and from the research I have done, you must have a good enough management to cover an area of interest and the risk of launching into a project that will not catch on with the public is quite high. It seems that the pledged is quite important as a stimulating factor for the investment.

Obviously, without a hardware and a human resource, I do not recommend starting because you will not reach the company's goal.
